AP&P Manual appendix items read after drafting (REG-R153, REG-R154, REG-R155)#

Added on 2026-08-06, when the NAIC Accounting Practices and Procedures Manual turned out to be a free download rather than the paid publication R33 had recorded, and seven of its appendix items were read at first hand as R151–R157. This product cites three of them — R153 (A-820, with A-821 and A-822), R154 (A-830) and R155 (A-585). R151 (AG 33), R152 (AG 35), R156 (A-250) and R157 (A-255) are annuity items this product’s documents do not cite and are not reproduced here; their full records are in references/regulatory-and-actuarial-references.md. Ids, titles, publishers, URLs, access dates, fetched markers and carried limits below are carried from references/regulatory-and-actuarial-references.md. Nothing was newly fetched here and no id is renumbered.

One physical document behind R151–R157. All seven are appendix items of the NAIC Accounting Practices and Procedures Manual, As of March 2026 — the same 2,117-page consolidated PDF already catalogued as R73, a free download from content.naic.org (catalogue entry “APPM-2026 … Free Download” on https://content.naic.org/publications; file https://content.naic.org/sites/default/files/publication-app-manual.pdf). They take appendix-level ids rather than being folded into R73 so a document can cite A-585 ¶8.c instead of a 2,117-page manual. Each was read by local text extraction from that download.

Edition line, stated once for all three. None of these items prints “As of March 2026” on its own pages. Every extracted page carries only the footer “© 1999-2026 National Association of Insurance Commissioners”, which is a copyright span, not an adoption, effective or revision date for any of these instruments and must never be cited as one. The “As of March 2026” designation is the manual’s own front matter, recorded at R73.

Licence caution, inherited from R73. Personal and non-commercial use; redistribution or integration “into any software or other publication” requires written NAIC permission. This product’s documents paraphrase the mechanics and cite the paragraph, quoting only short anchors.

A-270 (Variable Life Insurance) was extracted alongside R155 at printed pages A270-1 to A270-3 = PDF pages 1097–1099, but the extraction assigned it no reference id. Nothing in this product’s documents is cited from it, and it is referred to descriptively if at all. No reference id has been allocated to A-270, so it must not be cited as a REG entry.

Naming trap: AP&P Appendix A-822 is not NAIC Model #822 — A-820’s own header does not list Model #820 while A-822’s does.

The transcribed factor tables were not checked against an independent copy and are not reproduced in this directory.

Note the deliberate duplications across the two numbering systems: R1 = REG-R10 (AG 49-A as revised), R2 = REG-R4 (Model 582, not separately cited), R3 = REG-R3 (Valuation Manual), R4 = REG-R13 (IRC §7702, not separately cited), R5 = REG-R14 (IRC §7702A, not separately cited), R6 = REG-R9 (SOA AG 49 article), R8 = REG-R24 (AAA illustrations practice note, not separately cited), R10 = REG-R5 (Model 585). Where both tags appear in the documents they refer to the same underlying document.


Provenance note#

Extraction details live in _research/indexed-ul.md: that file records which facts came from which source, the fetch method (PDFs downloaded and text-extracted locally with pypdf; S7 extracted via WebFetch summarization — re-verify its individual numbers before hard-coding), the failed-fetch log, and the gaps/caveats list (non-public COI, per-unit, and surrender-charge tables; cap-snapshot volatility; unverified maturity-age inference). All “current” rates cited in the drafted documents are non-guaranteed carrier declarations as of each document’s print date (2017–2026) and should be treated as calibration snapshots, not fixed parameters.
